Child safety seats need legislative channels.

According to statistics from the China Road Traffic Safety Association, China has 264 million vehicles, including 154 million passenger cars, ranking second in the world. However, contrary to this massive vehicle fleet, the penetration rate of child safety seats in China stands at only 3%, far below the 90% rate seen in European countries. To address this issue, eight localities—including Shanghai, Shenzhen, Hangzhou, Shandong, and Hefei—have successively taken the first steps toward change. In order to enhance children’s road safety, legislation has been introduced, and mandatory use of child safety seats has already been incorporated into local regulations.

More local regulations will mandate the use of child safety seats, aiming to raise public awareness of traffic safety and protect children from traffic injuries. Meanwhile, driven by these local regulations, China’s child safety seat market is poised to experience an unprecedented spring of growth.
Consumer misconceptions are the primary reason for the low adoption rate of child safety seats. Child seats are also known as child restraint systems. In the event of emergency braking or an unexpected collision, child seats can reduce potential injuries by more than 70%, minimizing harm to children to the greatest extent possible. Child safety seats are crucial for children’s safety. So why is the usage rate of child safety seats in China only 3%?
The primary reason for the low adoption rate of child safety seats in China is consumers’ misconceptions. For example, in China, many parents believe that holding their children in their arms is the safest option. On the one hand, they see it as an expression of affection; on the other hand, they think that if an accident occurs, they can simply hold their children tightly without needing to prepare a seat for them.
If a car brakes suddenly at a speed of 40 kilometers per hour, a 5.5-kilogram infant will experience an impact force of 110 kilograms. Even if an adult reacts quickly in an accident, the human skeleton simply cannot withstand the enormous instantaneous impact exerted by both the adult’s own body and the child. As a result, the child could be flung from the adult’s arms like a bullet, suffering serious injuries or even death. Therefore, we urge all consumers to develop a proper safety awareness and equip their vehicles with a child safety seat to ensure their children’s safety during travel.
With eight cities—including Shanghai, Shenzhen, Hangzhou, Shandong, and Hefei—breaking the ice by enacting legislation to protect children’s traffic safety, domestic consumers have further enhanced their awareness of child safety seats and come to recognize their importance and necessity.
More local laws and regulations will mandate the use of child safety seats, raising domestic consumers’ awareness of riding safety and drawing their attention to and emphasis on child safety seats. Many parents have said they’ll equip their children with child safety seats to keep them safe from accidents. Meanwhile, expectant mothers and fathers are actively gathering information about child safety seats, visiting official flagship stores to consult customer service representatives, and preparing child safety seats for their soon-to-be-born babies.
In recent years, child cycling safety has drawn widespread attention from all sectors of society. China is expected to introduce national laws and regulations mandating the use of child safety seats within the next two years.
